Due to the scale of this regeneration the redevelopment has been broken down into nine villages with masterplanners RTKL appointed to the first phase of this project. Responsible for the transformation of the waterfront area of the US city of Baltimore (which is similar in size to the land around Western Harbour Leith), RTKL will produce a development plan to maximise the economic value and potential of the area. This will be the catalyst that will provide a heart to the waterfront by combining commercial, residential, leisure and retail usage.
Recognising the significance of this regeneration project, The City of Edinburgh Council set up the Waterfront Development Partnership Board in 2006 to formulate policy relating to the longer-term development of the whole of Edinburgh Waterfront. The Partnership Board is a public/private partnership between City of Edinburgh Council, Scottish Enterprise, Forth Ports, the National Grid and Waterfront Edinburgh Limited.
